Paraguay, along with Albania, became one of the first pathfinder countries to officially endorse its national roadmap for the implementation of the Global Accelerator on Jobs and Social Protection for Just Transitions. This important step reflects the country's commitment to establishing a strategic framework that accelerates the creation of decent jobs, expands social protection, and promotes just transitions towards a more sustainable and inclusive economy.

The roadmap outlines a comprehensive strategy tailored to Paraguay’s unique context, seeking to enhance and articulate existing national development plans, policies and investments, to increase social, environmental and economic impact. This effort is aligned with key initiatives such as the development of the social protection system, the National Employment Plan and the Integrated Employment Formalization Strategy.

The roadmap also supports the Government of Paraguay's commitment to create 500,000 new jobs in five years. It also identifies opportunities to find synergies between national policies and attract financing to promote job creation, facilitate the transition to the formal economy and expand social protection coverage.

The priority areas of the roadmap include institutional strengthening for the coordination of employment, formalization, social protection, and care programmes. This includes the alignment with the industrial policy (particularly in relation to the transition to a digital and sustainable economy), the development of MSMEs, local development programmes and the mobilization of internal resources. 

Paraguay's roadmap has been jointly developed by the Government of Paraguay under the leadership of the Ministry of Labor, Employment and Social Security, with support from the ILO and other agencies of the United Nations system in Paraguay.

Officially approved on July 12, 2024, this roadmap establishes the guidelines for the implementation of the Global Accelerator in Paraguay. The process is led by the Ministry of Labor, Employment and Social Security, with the support of various entities and strategic actors, such as the Ministry of Economy and Finance, among others.

Paraguay officially joined the Global Accelerator on February 20, 2024, reinforcing its commitment to improve access to social protection and employment opportunities in the country.
